The intension is to provide an organized knowledge base about Java Performance Tuning for developers. Java Performance Tuning is some people's full time job and there are a lot of knowledge and experience involved. This is not the focus of this space.
I believe it will be a much easier job for any java developer to "Write Java Program with Performance in mind". If developers understand that and can write better performed code and question every potential performance impact of a requirement and/or design, it will save the team a lot of time and effort in tuning it in the future.
